This is false. PSA uses the miscut (MC) qualifier to mean "extremely off center" and typically missing a border entirely. However, not all miscut cards will receive a number grade at PSA. Both PSA and SGC will refuse to grade some kinds of miscuts (factory sizing issues), but will slab them as "Authentic" only, if possible and if selected by the submitter.

I’d say question 10 is a bit confusing. I would think a miscut by the factory, mini size etc would not be considered “altered” but authentic.
I revised–you are right. I changed the wording to “Authentic / no number grade” instead of “Altered.” The point I was going for is that a card can receive an A grade for something not malicious. But you are right, this is a reason for “Authentic” but is not really an “alteration.” Thanks!
